Thats not the story. Orlando got Shaq in 1992. They just missed the playoffs in the 1992/93 season and finished 9th or 10th in the East, and then in the 1993 draft, they got the number 1 pick again. Orlando had the lowest odds and still got the Number 1 pick. They picked Chris Webber and then traded that for Anfernee "Penny" Hardaway
